Moricon 2026 Safety Rules and Regulations
§ 1 General provisions

The Moricon 2026 scientific and cultural event, hereinafter referred to as the “Convention”, takes place on 11 September 2026 from 14:00 to 22:00, on 12 September 2026 from 10:00 to 22:00, and on 13 September 2026 from 10:00 to 16:00, on the premises of the Faculty of Civil Engineering and Environmental Sciences of Bialystok University of Technology at 45E Wiejska Street in Białystok, the Centre for Modern Education of Bialystok University of Technology at 16 Zwierzyniecka Street in Białystok, the Faculty of Electrical Engineering of Bialystok University of Technology at 45D Wiejska Street in Białystok, and the green areas belonging to Bialystok University of Technology.

The Convention is organised by:
- Fundacja Wielka Żaba, with its registered office in Poznań at ul. Bukowska 122B/10, 60-398 Poznań, entered in the register of associations, other social and professional organisations, foundations and independent public healthcare institutions of the National Court Register by the District Court in Poznań, 8th Commercial Division of the National Court Register, under KRS number 0001136398;
- Bialystok University of Technology, with its registered office in Białystok at ul. Wiejska 45A, 15-351 Białystok;
hereinafter referred to as the “Organisers”.

The Convention is a closed event. Participation is open to people who have the Organisers’ consent to enter and remain on the Convention premises under the terms established by the Organisers. Such people are hereinafter referred to as “Participants”.

Employees, volunteers, and people invited by the Organisers may be present on the Convention premises.

The primary purpose of the Convention is to promote knowledge of Asian culture and pop culture among its participants. Any artistic or entertainment elements are solely ancillary to the above-mentioned purpose of the event. Funds obtained from organising the Convention will be allocated to the further development of the event and other statutory purposes of Fundacja Wielka Żaba.
§ 2 Conditions of participation
- Individual buildings will be available to Participants during the following hours:

Faculty of Civil Engineering and Environmental Sciences of Bialystok University of Technology:
- Friday, 11 September 2026, from 14:00 to 22:00;
- Saturday, 12 September 2026, from 10:00 to 22:00;
- Sunday, 13 September 2026, from 10:00 to 16:00;

Centre for Modern Education of Bialystok University of Technology:
- Friday, 11 September 2026, from 15:30 to 21:00;
- Saturday, 12 September 2026, from 10:00 to 21:00;
- Sunday, 13 September 2026, from 10:00 to 15:00;

Faculty of Electrical Engineering of Bialystok University of Technology:
- during the hours of the programme taking place at the Faculty.

- A Participant wishing to take part in the Convention is required to pay an accreditation fee in the amount indicated by the Organisers, provided that their participation in the Convention does not cause the safety limits to be exceeded.
- Exemption from the fee referred to in section 2 applies to:
- a person holding a valid disability certificate or disability ID card;
- a person indicated by a person with a disability to assist them during the Convention;
- a child under 6 years of age.
- The accreditation point will be available to Participants during the following hours:
- Friday, 11 September 2026, from 14:00 to 22:00;
- Saturday, 12 September 2026, from 10:00 to 22:00;
- Sunday, 13 September 2026, from 10:00 to 16:00.
- All Convention Participants are required to present, upon entry, a valid photo ID confirming the Participant’s first name, surname, and age.
- People who have not reached the age of 18 by the start date of the Convention must additionally present, upon entry, a completed statement of consent from their legal guardian for the child’s participation in the Convention.
- People who have not reached the age of 13 by the start date of the Convention may participate in the Convention only under the continuous supervision of a guardian who has reached the age of 18 by the start date of the Convention.
- Proof of obtaining consent to participate in the Convention is a wristband, which each Participant undertakes to wear in a visible place. The Organisers and people authorised by them may request that the Participant show it.
- In the event of a gross breach of these Rules and Regulations and the need to remove a Participant from the Convention, the Organisers reserve the right to take back the wristband entitling the Participant to remain on the Convention premises. Until the end of the Convention, the wristband remains the property of the Organisers.
- It is prohibited to tear off or remove the wristband on the Convention premises. People without a wristband will be directed to the accreditation point to obtain a new wristband and, in the event of refusal, will be removed from the Convention premises.
- Each person receiving accreditation at the Convention confirms that they are familiar with the Moricon 2026 Safety Rules and Regulations. These Rules and Regulations will be available for inspection at the accreditation point and on the Convention websites. Failure to comply with these Rules and Regulations, failure to follow the instructions of the Organisers and people authorised by them, or behaviour contrary to generally accepted standards of social conduct, causing a threat to property, life, or health of oneself or other participants, as well as failure to comply with the law, will result in immediate removal from the Convention premises without reimbursement of costs and without the possibility of returning to the event premises, as well as possible civil liability.
§ 3 Safety rules
- It is prohibited for people participating in the Convention to bring onto or possess on the Convention premises:
- weapons and ammunition within the meaning of the Act of 21 May 1999 on Weapons and Ammunition (Dz.U. 2022 poz. 2516, as amended);
- sharp melee weapons intended to inflict cutting wounds, ending in a sharp, unblunted edge;
- sharp melee weapons intended to inflict stab wounds, ending in a hard, sharp point;
- heavy melee weapons intended to inflict blunt-force injuries;
- batons with an end made of heavy and hard material;
- baseball bats and batons with the properties of a baseball bat;
- string weapons in the form of crossbows;
- items intended to incapacitate people by means of electrical energy, including stun guns and tasers;
- fire-hazardous materials within the meaning of the Regulation of the Minister of the Interior and Administration of 7 June 2010 on fire protection of buildings, other structures, and areas (Dz.U. 2010 nr 109 poz. 719, as amended), including, among others, explosives and pyrotechnic articles;
- alcoholic beverages;
- narcotic drugs;
- psychotropic substances;
- other dangerous items.
- Props and accessories whose size, weight, material, or construction may hinder movement or pose a threat to Participants and bystanders, paramilitary clothing, historical and reconstruction uniforms, as well as weapon replicas, may be brought onto the Convention premises only with the Organiser’s consent, after prior verification at the accreditation point. If the Organisers’ consent is not obtained, the Participant may use a free deposit or another place designated by the Organisers to store the item during the event.
- The deposit referred to in section 2 is organised by Fundacja Wielka Żaba. Bialystok University of Technology is not responsible for the organisation of the deposit or for items left there.
- It is prohibited to point weapon replicas at other people except in situations where clear consent has been given.
- The Participant has the right to receive information support from the Organisers and emergency medical assistance.
- Assistance provided by the medical security team is ad hoc in nature. A person using medical assistance is obliged to provide information regarding their health condition, allergies, and medications taken. In justified cases, the medical security team may transport the person to the appropriate healthcare facility.
- The Organisers reserve the right to call the Police to search a Convention Participant’s luggage if there is a suspicion that prohibited items are being brought in or possessed.
- If a Participant is suspected of being under the influence of alcohol or narcotic drugs, possessing prohibited substances on the Convention premises, disturbing public order, or behaving aggressively or indecently, the Organisers may call the Police, notify the legal guardians in order to take explanatory steps, and permanently remove the Participant from the Convention premises without reimbursement of costs and without the possibility of returning to the event premises.
- From the moment the Convention begins until it ends, each Participant bears full financial and legal responsibility for their conduct. The Organisers are not liable for accidents or damage resulting from causes attributable to any Participant, nor for other events leading or potentially leading to similar consequences.
- Each Participant is required to behave respectfully towards other Convention participants, as well as towards the Organisers and people authorised by them, including respecting their personal space and bodily integrity.
- On the Convention premises, it is prohibited to:
- smoke cigarettes or use nicotine inhalers;
- promote materials or symbols inciting racial or religious hatred, discriminating against social groups, of an erotic nature, or offending the authorities of the Republic of Poland;
- conduct political or religious agitation;
- conduct advertising or marketing activities without the Organisers’ consent;
- bring in animals, except for animals acting as guide animals for people with disabilities;
- take photographs or record audiovisual materials in places marked with a prohibition, unless individual arrangements with the Organiser provide otherwise;
- destroy any property, under pain of the perpetrator’s liability for material damage;
- block passageways designated by the Organisers;
- tamper with security seals on electrical sockets;
- enter areas marked as unavailable to Participants without the Organisers’ consent;
- fail to comply with the principles of social conduct.
- Failure to comply with the safety rules set out in these Rules and Regulations may result in removal from the Convention premises.
§ 4 Personal data protection
- The controller of personal data is Fundacja Wielka Żaba, with its registered office in Poznań at ul. Bukowska 122B/10, 60-398 Poznań, entered in the register of associations, other social and professional organisations, foundations and independent public healthcare institutions of the National Court Register by the District Court in Poznań, 8th Commercial Division of the National Court Register, under KRS number 0001136398.
- Personal data are processed on the basis of consent and on the basis of the Controller’s legitimate interest for the purpose of carrying out the statutory activities of the Foundation, organising the “Moricon 2026” Convention, ticket sale transactions, participant registration, contacting participants, and handling possible complaints or pursuing claims. The scope of data collected includes: first name and surname, date of birth, order number, telephone number, email address, and, in the case of cooperating entities who are natural people, also PESEL number and correspondence address, and in the case of people conducting business activity, also identification data for the purpose of settling concluded obligations and fulfilling legal and tax obligations arising from applicable law.
- Providing data is voluntary; however, refusal makes it impossible to register the participant and therefore to process the order.
- Participants’ personal data may be transferred to the Controller’s partners to the extent necessary for the proper implementation of the Convention, in accordance with security standards. Participants’ personal data may be transferred outside the EEA to trusted partners providing internet services and holding appropriate security certificates. Participants will be duly informed of such cases.
- The Participant has the right to access their data, request rectification, erasure, or restriction of processing. Participants may also exercise the right to object to data processing by the Controller and the right to data portability to another data controller. Where voluntary consent has been given, the Participant has the right to withdraw consent to processing at any time, without affecting the lawfulness of processing carried out on the basis of consent before its withdrawal.
- The Controller ensures the Participant’s right to access their data, request rectification, erasure, restriction of processing, object to data processing, and transfer data to another data controller. Where voluntary consent has been given, the Participant has the right to withdraw consent to processing at any time, without affecting the lawfulness of processing carried out on the basis of consent before its withdrawal.
- The Participant has the right to lodge a complaint concerning the processing of personal data with the President of the Personal Data Protection Office.
- The Controller does not conduct automated data processing or profiling.
- In matters concerning personal data, the Participant has the right to contact the Controller at the following email address: [email protected].
§ 5 Final provisions
- In the event of a situation posing a threat to the health or life of Convention participants, a disturbance of order, or a breach of these Rules and Regulations, the Participant is required to immediately inform the Organisers or people authorised by them of the incident.
- Complaints and requests are accepted by the Organisers during the event and at [email protected].
- In the event of a random occurrence, such as the announcement of national mourning, the introduction of anti-epidemic restrictions, a serious failure on the Convention premises, or other reasons that make it impossible to organise the event in the planned form and for which the Organisers are not responsible, the Organisers have the right to cancel the event or change its date and place. In such a case, the Participant is entitled to the rights provided for by law.
- The Organisers are not responsible for items lost, damaged, misplaced, or left unattended during the Convention.
- The Organisers have the right to participate in attractions.
- The Organisers do not identify themselves with the views and statements expressed by Participants of the event.
- The Organisers are not liable for moral or health-related harm suffered by Convention participants.
- The Organisers inform that the Convention may be photographed by people cooperating with the Organisers. Accordingly, people present on the Convention premises may be recorded using audiovisual technology, and their image may be disseminated as part of a larger whole.
- If a Participant’s image is captured in audiovisual material, the Participant consents to the processing and use of their image for the purpose of promoting the Convention. The image may be used independently or together with other images on the social media of the event or of entities cooperating with the Organisers. The Organisers will take into account the Participant’s dignity, age, and other elements that may affect their privacy. Consent may be withdrawn at any time by contacting [email protected]
- Bialystok University of Technology is not liable for claims arising from competitions organised on the Convention premises.
- The entity responsible for organising volunteering on the Convention premises is Fundacja Wielka Żaba.
- Lack of knowledge of the contents of these Rules and Regulations does not exempt anyone from bearing the consequences resulting from failure to comply with them.
- In all matters not covered by these Rules and Regulations, the rules and regulations of Bialystok University of Technology and the provisions of the Polish Civil Code apply.
